The Manager of Card Services and Student Transportation is responsible for coordinating and directing the card services plan for Bucknell University: including project management, campus-wide communication plan, and the integration of technology and services in all endeavors. The position plays an integral role in the Division of Student Affairs supporting a culture that is student-centric and focused on student learning and support, data-driven decision making, and assessment. This position reports to the Director of Housing Services.

Job Duties:
Card Services
- Plan and implement all technical, administrative, and program aspects of the University's integrated identification card services for all departments, students, staff and faculty.
- Coordinate installation, management, maintenance, and troubleshooting procedures for all Card Services project hardware, including servers, workstations, and card readers.
- Provides vision and leadership in the development of access control within academic buildings - balancing issues of faculty programmatic interests and building access and security.
- Coordinate Card Services database management procedures; ensure the security, currency and stability of Card Services databases; arrange for data synchronization and transfers with key University data managers and communicate to campus constituents and off campus vendors.
- Manage the day-to-day delivery of the Bucknell University Identification (BU ID), including maintenance of computer systems, files, records, budget, correspondence and reports.
- Leads the overall management of the Card Services Office; maintain focus and environment as a student support service, direct the work flow, supervise the assistant manager, coordinate management of electronic records and file systems to support the ID card program, including fiscal, personnel and student records. - Maintain daily office hours and project a high degree of visibility and availability to all students and staff members.
- Keep informed about policies, regulations and state and federal laws that affect ID card management.
- Periodically, audit card access based on best practices for ID card management.
- Respond to card emergencies during the business day and after hours.

- Coordinate University efforts in the establishment of a student campus shuttle servicing Bucknell and the neighboring community including determining route(s), schedules, and load capacities. Goal is to provide access to local areas of interest for students without transportation.
- Provide Break shuttle opportunities for students; scheduling, reservation, pricing, and collection.
- Develop policy and procedures, promotional materials, and educational outreach to campus constituencies.
- Monitor rider usage, track performance and occupancy, and determine route efficiencies.
- Serve as an institutional liaison with all transportation vendors.

- Assist in the design, training and support of the departmental and divisional implementation and utilization of data warehouse, operational data store, and IBM's Cognos Business Intelligence and Performance Management software.
- Manage the operation and testing of all system upgrades deployed by Library and Information Technology.
- Represent the office/division on various university committees relating to Information Technology.
- Oversees development and maintenance of the department's website and portal utilization.
- Maintain relationships with card access software companies and all necessary stakeholders.

Additional Responsibilities
- Conduct assessment and develop a culture of data-driven decision-making.
- Serve on assigned departmental committees and represent the Division of Student Affairs on campus-wide committees.
- Participate in continuing education, professional and personal development opportunities.
- Other duties as assigned by the Director of Housing Services.

Minimum Qualifications:
Bachelor's degree and 3 years relevant experience, including knowledge of database integrations, report writing and data analysis or equivelant experience. Excellent administrative and organizational skills, including ability to identify and resolve administrative problems. Excellent interpersonal skills and ability to work effectively with faculty, staff, students, administrators as well as external agencies/groups and the public, including the ability to interact effectively in a culturally and ethnically diverse community.

Preferred Qualifications:
Demonstrated knowledge of card access systems and ability to identify and resolve day-to-day Identification card system problems. Previous supervisory responsibilities. Considerable expertise in data management and business process engineering. Experience in one or more of SunGard's Banner products, CCURE and/or Cognos.

The Community

Lewisburg (pop. 5,700) is located in central Pennsylvania and features beautiful Victorian homes, the restored art deco Campus Theatre (owned by the University), a variety of restaurants, shops and boutiques, and the Barnes & Noble at Bucknell University Bookstore. The city of Williamsport is about a 30-minute drive from campus, and Penn State University’s main campus is about an hour away, as is Harrisburg, Pennsylvania’s state capital. Bucknell is within a three-hour drive of New York City, Philadelphia, Baltimore and Washington, D.C.
