The Director of Institutional Equity and Title IX Coordinator reports directly to the University Provost with compliance monitoring responsibilities through the University General Counsel. This position is expected to work closely and collaboratively with staff across campus, including Student Affairs, Human Resources, Athletics, and the Provost’s Office on matters related to institutional equity, non-discrimination, and Title IX including management and oversight of bias review complaints, discrimination complaints, and Title IX complaints. The position is directly responsible for the development and implementation of University policies and practices to ensure compliance with federal and state requirements related to non-discrimination, including Title IX.

Job Duties:
• Leads University efforts to ensure compliance with statutory and regulatory requirements related to anti-discrimination laws and policies.
• Develop and coordinate education and training related to anti-discrimination laws and policies, including Title IX.
• Conduct, coordinate, and ensure the timely completion of the University’s response to and investigation of complaints pursuant to anti-discrimination laws and policies, including (but not limited to) sexual harassment and sexual misconduct, as well as forms of protected class harassment and discrimination.
• Draft investigative reports, and supervise the drafting of investigative reports by other investigators.
• Serve as the central resource for all constituencies on issues related to protected class discrimination, harassment, and Title IX.
• Oversee the administration and resolution of Title IX grievance procedures, coordinating supportive measures for Complainants and Respondents.
• Develop and implement a long-term vision for the University around programs, services, education, and assessment of Title IX programs and prevention efforts including but not limited to sexual harassment and sexual violence, dating and intimate partner violence and stalking.
• Advise and collaborate with the General Counsel, Deputy Title IX Coordinators in the Offices of Student Affairs, Human Resources, Athletics, and the Provost, and others as appropriate on the status of initiatives, compliance, pending matters, challenges, and resource needs.
• Develop and maintain knowledge of laws, regulations, University policy, and other guidance related to discrimination and harassment based on protected categories including but not limited to obligations under Title IX, Title VI, Title VII, VAWA, ADA, and ADAAA.
• Coordinate the planning and delivery of training programs related to issues of non-discrimination in education and employment and including training of staff and faculty engaged as investigators and hearing panel members for Title IX.
• Oversee, train, lead, and collaborate with Deputy Title IX Coordinators. This includes the Interpersonal Violence Prevention Coordinator (Student Affairs), Athletics Compliance Officer (Athletics), HR, and Faculty.

Minimum Qualifications:
• A bachelor's degree
• A minimum of five (5) years of professional experience in Civil Rights, Civil Rights compliance, litigation, Title IX, student affairs, higher education, or a similar field
• Professional experience conducting investigations in a higher education, non-profit, or other relevant setting
• Demonstrated ability to determine and apply the appropriate legal standard in assessing and investigating allegations of discrimination, harassment, and retaliation
• Demonstrated experience in analytical writing, writing complex plans, and/or project management
• Progressively responsible experience working with people during high conflict situations such as student discipline, law enforcement proceedings, or employee/labor relations
• Demonstrated ability to lead, collaborate, problem solve, and inspire individuals with differing interests and perspectives in a complex organization
• Demonstrated knowledge of and ability to interpret federal and state equal opportunity and non-discrimination laws and regulations, including Title IX, Title VI, Title VII, ADA/Section 504, sexual harassment and other applicable laws and regulations
• Demonstrated experience working with highly sensitive information and addressing the needs of a diverse community on sensitive topics in a complex organization

Preferred Qualifications:
• JD or Master’s degree in higher education administration, human resources, criminal justice or a related field
• Experience as a Title IX Coordinator
